The reason a colander ends up on the counter permanently is that it never fit anywhere else. All four pieces — three sizes plus the draining tray — collapse and nest into a stack that slides into a standard utensil drawer. Gone until you need them.

The tray is the whole point of the set. It's what lets you drain pasta when the sink is already full of dishes.
1 — Rest the tray on the sink edge. The grooved base is designed to sit across an overmount or undermount sink lip. Non-slip feet on the underside keep it from sliding when you pour.
2 — Set the colander on top and pour. Water runs through the colander, into the tray's channels, and straight down into the sink — even if there's a stack of plates below it. Nothing on your counter gets wet.
3 — Lift the colander off, leave the tray. The tray doubles as a landing pad for the wet colander while you plate. That's why the counter stays dry after you've drained.
4 — Nest and fold when you're done. All three colanders collapse and stack into the tray at about 1.3" tall. The whole set slides into a standard utensil drawer.
The reason most collapsibles fail this test: they have no tray at all, or feet-less designs where water backs up into the colander. Water sits at the bottom, food stays wet, counter stays wet. The tray is what fixes that.
